The Project Manager, reporting directly to the Director of Operations, is responsible for overseeing all aspects of project delivery, including time, cost, quality, and safety performance. The primary goal is to ensure successful project completion within budget, on schedule, and at the desired quality standards.

Act as the primary contact for subcontractors and lead all site and project team meetings.
Review all project documents (e.g., drawings, specifications, geotechnical reports) to ensure clear understanding of objectives, milestones, and constraints.
Develop and maintain project budget and schedule.
Assess risks and identify assumptions and limitations in project estimates and work activities.
Define key deliverables required for timely project completion.
Procure necessary materials and subcontractors while negotiating the best prices to stay within budget.
Issue purchase orders and subcontracts for suppliers and subcontractors.
Obtain and manage all required permits, approvals, and notices for construction activities.
Prepare and submit required submittals to design consultants before project execution.
Monitor compliance with the Occupational Health and Safety Act and ensure all safety protocols are in place.
Communicate contract changes or scope adjustments promptly and prepare cost estimates for additional work.
Oversee progress payments, ensuring alignment with work performed and contractual terms.
Regularly review site progress and monitor unit costs, comparing daily performance with project estimates.
Audit material and service invoices to verify accuracy.
Conduct site visits and collaborate with the Project Superintendent to ensure progress aligns with project requirements.
Coordinate and supervise subcontractor work, conducting regular site meetings to review and align plans.
Prepare and submit applications for substantial and total project completion in compliance with lien legislation.

Education: Degree in Civil Engineering (preferred) or Construction Management with civil construction experience (e.g., sewer, watermain, excavation/grading).
Experience: 5–10 years in construction project management.
Skills:
Proficiency in English (written and oral), with strong communication and interpersonal skills.

The Foreman, reporting directly to the Project Manager, is responsible for overseeing and managing daily construction site operations. This role focuses on coordinating site activities, supervising crews, and ensuring projects are completed safely, on time, within budget, and to the highest quality standards.

Coordinating the work of subcontractors, specialists, and other trades based on the Project Manager's instructions.

Training workers on site procedures, safety protocols, and emergency measures.
Completing and submitting time sheets and item lists to the Project Manager.
Determining manpower requirements in consultation with the Project Manager.
Developing work methods with the Project Manager to meet delivery schedules and ensure alignment with other departments.
Addressing work-related issues and implementing measures to enhance productivity.
Ensuring compliance with labor safety standards and monitoring adherence.
Verifying and maintaining accurate records of site inventory, including equipment, tools, and materials.

The Heavy Civil Estimator is responsible for preparing accurate cost estimates for heavy civil construction projects, including sewer, watermain, excavation, grading, and other infrastructure works. Reporting directly to the Director of Operations, the Estimator will analyze project plans, specifications, and other documents to provide competitive bids while ensuring compliance with company standards and client requirements.

Review project plans, specifications, addenda, and geotechnical reports to thoroughly understand project requirements.
Perform detailed quantity takeoffs and pricing for all components of the project, including labor, materials, equipment, and subcontractor work.
Develop complete cost estimates using HCSS Heavy Bid or similar estimating software.
Analyze historical data, productivity rates, and industry benchmarks to ensure the accuracy of cost projections.
Identify project risks, assumptions, and constraints, and develop mitigation strategies in the estimating process.
Communicate with clients, consultants, subcontractors, and suppliers to clarify project requirements and obtain competitive pricing.
Prepare and issue Requests for Quotation (RFQs) to subcontractors and suppliers and evaluate their responses in cooperation with the Project Manager.
Prepare bid proposals and supporting documentation, ensuring alignment with client expectations and contract specifications.
Collaborate with the project team to transition estimates into detailed construction plans and schedules.
Participate in project handoff meetings to ensure smooth communication and understanding of project requirements.
Create and continuously update and maintain cost databases, including unit costs and supplier/subcontractor pricing.
